CityClub’s 2013 Legislative Preview

What: The start of the New Year is just around the corner, and so is a long legislative session. How will the recently proposed Senate Majority Coalition Caucus influence how the Legislature is run? How will committee chairs be assigned and what will the final leadership look like?
After making dramatic cuts to basic health and other programs during the last session, there are still major budget shortfalls to make up. Given the McCleary decision mandate to increase funding for basic education, how will the Legislature move forward? Voters passed another 2/3 requirement for tax and fee increases. Whether or not this initiative stays in place, Washingtonians have sent a clear anti-tax message yet again, reinforced by the incoming Governor’s campaign promises. Are there enough loopholes to close the budget shortfall gap? Where do transportation needs, coal regulations, preparing for the new marijuana legislation and other priorities fit in? What are the new Governor’s priorities? Are they in line with what the Legislature hopes to accomplish?
